Description:   The City of Tempe herein invites all qualified and interested parties to submit Offers for the development of four (4) vacant lots in the City of Tempe. The lots are offered for the development of mixed-use, low income (79% AMI and below) multi-family and attached single family housing units. Preference will be given to a fully income-restricted project. The lots were purchased with HUD/CDBG funds so all HUD/CDBG rules, regulations and requirements apply. The land will not be sold but leased for a 60-year term for mixed and multifamily and up to a 99-year term for land trust model home ownership opportunities at a rate to be negotiated during Development Agreement negotiations.Tempe is located in the demographic core of the Phoenix metropolitan area. The lots are located in one of the largest concentrations of major employment centers in the Phoenix metro area. The City of Tempe has a population of approximately 161,000. The lots are located close to the surrounding communities of Phoenix, Mesa and Scottsdale, within five miles of a population of 250,000 persons and some 80,000 households, and within two miles of all general residential services. The City is seeking creative, feasible proposals for transforming the Sites into mixed-income housing developments including artist live/work multifamily affordable rental housing that is compatible with the surrounding residential neighborhood.
