Applications shall be submitted on the standard LSB - 1 (September 2019 edition) only, with no additional pages attached. Please be sure to use an up-to-date copy of the form. New STEM Complex, Southern University, Baton Rouge, Louisiana, Project No. 19-616-20-02, F.19002357.This project consists of a new approximately 107,500 s.f. academic building for teaching several STEM disciplines (biology, chemistry, physics, and mathematics). This building will provide a modern teaching and learning environment for faculty and students in the 21st century and will include labs, lecture rooms, class rooms, offices, and support spaces. The proposed location will be on the site of a recently demolished academic building (Architecture West) and will also require the demolition of an academic building (W.H. James). The project includes site preparation, parking and service access drives, site lighting, and a security and surveillance system. The design of any utility extensions to this building will be the responsibility of the Designer. The percent for art program will apply to this project, and the Designer will cooperate with the selected artist to incorporate artwork into the design of the building. Hazardous materials abatement will be necessary to complete the demolition work and is included in the scope and in the Designers fee. Designer services will include a comprehensive asbestos survey, including sampling and testing, and air monitoring during the abatement. Third party sampling, testing, and air monitoring will be a reimbursable expense. Design services and fees are based on and limited to Program Completion through Design Development (35%). At the owners option, the contract may be amended to include additional phases with the corresponding fee adjustment. This project may use the Construction Management @ Risk (Pre-Construction /Design Assist and Construction Services) delivery method in accordance with revised statute RS 38:2225.2.4. The Designer shall collaborate with the Construction Manager at Risk in the delivery of the overall project within a pre-determined Guaranteed Maximum Price (GMP). The Designer selection for this project will utilize the Interview Procedure defined in Section 128 of the Rules of the Louisiana Architects Selection Board. Exterior Waterproofing, Galvez Garage, State Capitol Park, Baton Rouge, Louisiana, Project No. 01-107-21D-OFC, F.01004218.This project consists of exterior waterproofing to replace all exterior joint materials including all window gaskets, replacement of roofing, garage traffic coatings, fluid applied waterproofing, worn entry hardware, repairs to failing flashing and parapet caps, damaged upper level concrete masonry unit walls, and to perform cleaning on the 625,760 s.f., 7 story Galvez Parking Garage. The Galvez Garage will remain in full operation during design and construction, with construction phased so as to make minimal impact on the tenants. The Designer will develop preliminary phasing diagrams in the construction documents that are to be finalized with input from the Contractor who is awarded the work. The selected Designer will be required to acquire recognized accreditations for working from a swing stage, including Fall Protection Authorized Person training (ANSI/ASSE Z359.2, Section 3.3.6.3) and training on the actual certified fall protection system utilized by the Contractor. Designer is encouraged to hold certification for Fall Protection Competent Person ANSI/ASSE Z359.2, Minimum Requirements for a Comprehensive Managed Fall Protection Program. Requirements include general animal care, housing and support for pigs, fitment for general surgical and transplant procedures. Medical service lines include: transplant, advanced surgical oncology, cardiovascular, novel Bailey models, meth and trauma studies, etc. Renovations to the main building of approximately 6,000 s.f. includes MedSurg suites, cath lab, chem lab, and cold storage. A new structure of approximately 5000 s.f. is needed for animal housing. Pre-fab trailers of approximately 1,000 s.f. are needed to serve as 24/7 hospital units. Designer is responsible for utility and facility infrastructure, site security, and site beautification. Building 4708 (BLC) Renovation, Camp Cook, Ball, Louisiana, Project No. LA21-A-055.This project consists of renovating an approximately 9,500 s.f. existing brick on slab Classroom Building 4708 at Camp Cook in Ball, Louisiana. The existing floorplan will be redesigned to meet current Unified Facility Criteria (UFC), United States Army Sergeants Major Academy (USASMA), and Center of Standardization (Norfolk District) classroom requirements. Areas to be renovated include: administration space, classrooms, break room, latrines and support spaces. Systems to update include: Electrical, Mechanical, HVAC, IT, A/V, and Automated Fire Detection and Alarm Systems. Design and construction of the project shall follow the Design Guide (DG) 415-1, DG 415-5, and NG Pam 415-12, as well as all applicable local, state, and federal codes. Investigative services may be authorized as an increase to the Designers fee. The project must be completely designed and ready to bid not later than January 4, 2022. The project site is the existing jogging track and adjacent area. The new ACFT field will be raised to provide a level surface of approximately 21,000 s.f., and will include areas for track, weight lifting and other related training. A new approximately 1,000 s.f. metal building shall include an unheated storage area, latrines, a roll up door, a covered entry area, and surrounding walkways. Designer is responsible for providing utilities/extensions to the building from on-site utilities. Design and construction of the project shall follow the Design Guide (DG) 415-1, DG 415-5, and NG Pam 415-12, requirements of ACFT as well as all applicable local, state, and federal codes. Investigative services may be authorized as an increase to the Designers fee. Contract design time is 45 consecutive calendar days including 15 days of review time. Observation Deck Renovations, State Capitol Building, State Capitol Park, Baton Rouge, Louisiana, Project No. 01-07-00-82B-10, F.01004198; 01-107-93B-12, F.01004199.This project consists of renovations to the 27th floor observation deck level of the State Capitol Building, a portion of the 28th floor, and the transitional elevator lobby at the 24th floor. The general scope of work includes demolition of existing interior partitions, finishes, and associated MEP, and constructing new interior spaces, with interior finishes, structural, mechanical, electrical power and lighting, sprinkler, fire alarm and security system modifications as required. The work includes design and coordination of areas for the display of cultural museum exhibits, possibly related to State Capitol Building history, although the design and production of the exhibits themselves are not included in the scope of the project. The State Capitol Building will remain in full operation during design and construction of this project, with construction scheduled for minimal impact on the occupants. The observation deck will be closed during the construction phases of the work. Asbestos containing items are present in the work area and will require abatement to accomplish the project. The Designers contract includes asbestos and lead confirmation testing, abatement design, as well as air monitoring, and the oversight of abatement and air monitoring during construction. The Designers fee has been adjusted to account for these services. Air monitoring will be a reimbursable expense. The actual abatement will be under the General Contractors scope. Design services and fees are based on and limited to Program Completion through Construction Document Approval phase (60%). Renovations and Additions, Louisiana Governors Mansion, State Capitol Park, Baton Rouge, Louisiana, Project No. 01-107-93B-12, F.01004209.This project consists of an addition of a small office and workroom on the northeast corner of the existing Governors Mansion, an exterior door covering on the west side, a private restroom on the ground floor, and automatic locking devices at various points in the facility. Design of all components shall be consistent with those currently in place at the Governors Mansion. Other elements necessary include but are not limited to: a retaining wall and subsurface drainage modifications, site work, and selective demolition. Furniture/fixtures/equipment, data/telephone, access controls, and security cameras will be provided under separate contracts; however, coordination of these items and systems with the projects design and construction will be necessary on the part of the Designer. Should suspect asbestos containing items require abatement to accomplish the project, the Designers contract may be amended to include testing, abatement design and air monitoring at the Owners discretion. Design services and fees are based on and limited to Program Completion through Construction Document Approval (60%). At the Owners option, the contract may be amended to include additional phases with the corresponding fee adjustment. The Designer shall prepare and submit all required drawings to Facility Planning & Control in AutoCAD and hard copy. The available funds for construction (AFC) are approximately $450,000.00 with a fee of approximately $33,121.00. Contract design time is 120 consecutive calendar days; including 40 days review time.
