Description:   Notice Calling for Request for Proposals District: Torrance Unified SchoolDistrict Project Description: District-wide Fertigation Injection SystemsInstallation and Services Project Number: RFP #09-02.09.22 Proposals Due By:Wednesday, February 09, 2022; 4:00 PM (PST) Submit Proposal To: Torrance UnifiedSchool District via VENDOR REGISTRY RFP Documents Available Via:vendorregistry.com/TUSD NOTICE IS HEREBY GIVEN that the TORRANCE UNIFIED SCHOOLDISTRICT, acting by and through its Board of Education, hereinafter "theDistrict" will receive up to, but not later than the above-stated date and time,sealed Proposals for a Contract for the work of the project generally describedas RFP #09-02.09.22 District-wide Fertigation Injection Systems Installation andServices. Submittal of Proposals. All Proposals shall be submitted on formsfurnished by the District. Proposals must conform with, and be responsive to,the Request for Proposal Documents, copies of which may be obtained from theDistrict as set forth above. Proposals should be submitted to the District viaVendor Registry prior to the date and time set forth above. No Withdrawal ofProposals. The District's Board reserves the right to reject any and allproposals and/or waive any irregularity in any bid received. Proposals shall notbe withdrawn by any Bidder for a period of Ninety (90) calendar days after theopening of Proposals. During this time, all Bidders shall guarantee pricesquoted in their respective Proposals. Contractor's License Classification. AC-27 Landscaping Contractor license will be required for this project. Eachbidder shall be a licensed contractor pursuant to the California Business andProfessional Code. In accordance with the provisions of California PublicContract Code 3300, the District requires that Bidders possess the requiredlicense classification at the time of award and throughout the duration of thisproject and the license shall be stated on the bidder's proposal. Designation ofSubcontractors. Each Bidder shall submit with its bid on the form furnished withthe Contract Documents a list of the designated subcontractors for this projectas required by the Subletting and Subcontracting Fair Practices Act, CaliforniaPublic Contract Code Sections 4100 at seq. Public Works. Completion of thisproject requires the awarded Contractor to be subject to public works biddingrequirements. The successful bidder and each of its subcontractors of any tierwill be required to: 1) Registered with DIR prior to bid deadline; and 2) paynot less than the general prevailing rates of per-diem wages in the locality inwhich the work is to be performed for each craft or type of worker needed toexecute the contract ("Prevailing Wages"). A copy of the per diem rates ofPrevailing Wages applicable to the Project is on file and available for reviewathttp://www.dir.ca.gov/dlsr/pwd/index. htm. As a condition of bidding forthis Project, and in accordance with California Public Contract Code Section20111.5, prospective bidders are required to submit prequalification documents,which will be the basis for determining bidders that are qualified to bid onthis Project. Any contractor and subcontractor must submit a completeprequalification package through PQBids website:https://pqbids.com/Torrance-usd/ no later than ten (10) business days prior to the biddeadline. Certified Payroll. The Contractor and all subcontractors shall furnishcertified payroll records as required pursuant to Labor Code section 1776directly to the Labor Commissioner in accordance with Labor Code section 1771.4on at least a monthly basis (or more frequently if required by the District orthe Labor Commissioner) and in a format prescribed by the Labor Commissioner.Monitoring and enforcement of the prevailing wage laws and related requirementswill be performed by the Labor Comissioner/Department of Labor StandardsEnforcement (DLSE). Payment & Performance Bonds: Separate Payment andPerform-ance Bonds are required for the installation phase of this project, andshall be provided to the District prior to execution of the Contract and shallbe on the form set forth in the Contract Documents. Each Bond will be in theamount equal to 100% of the total installation amount. All Bonds (Payment &Performance) must be issued by a California admitted surety as defined inCalifornia Code of Civil Procedures section 995.120. Voluntary Job-Walk. OnTuesday January 25, 2022 at 9:00 A.M. (PST) a voluntary job-walk will begin atthe Purchasing Department Office located at 2334 Plaza Del Amo, Torrance, CA.90501. The job-walk will include walking three District properties to assist inthe development of Proposals. The three sites will assist contractors inunderstanding the basic conditions that will be encountered throughout theduration of this project. The voluntary job-walk will consist of walking oneelementary school, one middle school, and one high school. Award of Contract.The Contract for the installation of new equipment and a Service Agreement, ifawarded, will be by action of the District's Board of Education to the proposalthat meets the qualifications and established by the RFP documents. Inquiriesand Clarifications. This document is for informational purposes and shall notrelieve the Bidder of the requirements to fully become familiarized with all thefactors affecting the Proposal. The Bidder is advised that all inquiries andclarifications about the RFP documents, specifications, etc., shall be submittedto the District in writing no later than Friday January 28, 2022 at 4:00 P.M.(PST). The District will respond to all written inquiries by the end of thebusiness day on Wednesday, February 02, 2022. Verbal communication by eitherparty with regard to this matter is invalid.
