FOR INTERIOR BIDDERS AND AT 11:00 A.M. FOR EXTERIOR BIDDERS BIDS DUE: DECEMBER 20, 2022 AT 2:00 P.M. REQUEST FOR PROPOSALS Hoffman Construction Company, Construction Manager/General Contractor ("CM/GC") for CAPITOL ACCESSIBILITY MAINTENANCE & SAFETY "CAMS" PHASE III ("Project") being performed for State of Oregon Office of the Legislative Administrator ("Owner") requests sub-bid proposals for Bid Package #5 - All Other Work. Scopes of work included in this bid package are: FRP, Precast Concrete, Masonry, Stone, Architectural Metals, Finish Carpentry & Millwork, Dampproofing & Waterproofing, Roofing, Doors/Frames & Hardware, Historic Metal Doors & Hardware, Specialty Doors, Glazing & Glazed Assemblies, Historic Metal Windows & Hardware, Skylights, Walls & Ceilings, Expansion Joints, Tiling, Flooring, Fluid-Applied Flooring, Terrazzo, Paints & Coatings, Interior Specialties, Exterior Specialties, Fall Protection, Food Service Equipment & Appliances, Window Coverings, Site Concrete, Landscaping & Irrigation. A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for November 29, 2022 at 9:30 a.m. for Interior Bidders and at 11:00 a.m. for Exterior bidders at the Capitol Accessibility Maintenance & Safety "CAMS" Phase III jobsite located at 900 Court Street NE, Salem, Oregon 97301. Attendees are to meet at Contractor's jobsite trailer (see site logistics map in RFP). Attendees must bring/wear their own OSHA-compliant Hard Hat and Safety Glasses, Reflective Vest, long pants, and boots in order to attend the job walk following the pre-bid meeting. Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP. This project is subject to a Project Labor Agreement. A copy of a fully executed Project Labor Agreement (PLA) has been included with the Request for Proposals (RFP). Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to, no later than 2:00 p.m., DECEMBER 20, 2022. A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted. Questionnaire may be attached as a separate file or submitted separately. Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged. Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered. Bidders must be properly licensed with the Oregon Construction Contractors Board ("CCB") at the time of bid. Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted. Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid. This is a prevailing wage project. Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C. A Contractor Controlled Insurance Program ("CCIP") for on-site operations is being provided for general liability and workers compensation. Refer to proposal documents for complete proposal requirements and additional information. Proposal documents may be examined at local plan centers, viewed and/or downloaded without charge at Owner and Contractor are committed to promoting and stimulating the growth of disadvantaged business enterprises, minority owned, women owned, emerging small business, and service-disabled veterans business enterprises (D/M/W/ESB/SDV) firms and maximizing the opportunities for state of Oregon certified M/W/ESB/SDV firms to participate in the work of this project.
