This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 621512 (size standard is $16.5 Million). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide General Electric Logiq E10 Contrast Ultrasound Imaging Software Licenses OR EQUAL TO that at a minimum meets the following salient characteristics in the Statement of Work for the VA GREATER LOS ANGELES HEALTHCARE SYSTEM:Line ItemDescription/Part NumberQuantityUnit Unit Price Amount 0001General Electric Logiq E10 Contrast Ultrasound Imaging Software Licenses OR EQUAL TO9EA??TOTAL?Include shipping cost on the items price.Vendor Requirements: Period of Performance is 14 Calendar Days After Receipt of Order (ARO).Vendor shall quote all items under this requirement.Vendor shall meet the Salient Characteristics in the Statement of Work (SOW).Vendor shall respond questions 1 through 8 of the Request of Information (RFI), see below.STATEMENT OF WORK1.? Objective? The VA Greater Los Angeles Medical Center in Los Angeles, CA, is requesting the purchase of nine (9) General Electric Logiq E10 Contrast Ultrasound Imaging Software Licenses OR EQUAL TO for our current MRI equipment.?2.? BackgroundThe VA Greater Los Angeles Medical Center Imaging Department requires software compatible with ultrasound machines currently in use at the medical center, the G.E. (General Electric) Logiq E10 Ultrasound Machine, for a total of 9 software licenses for all the machines in operation.Software for Contrast Enhanced Ultrasound. Contrast Enhanced Ultrasound (CEUS) uses special software and mico-bubbles to enhance lesions to provide additional information that is not otherwise obtainable. The Micro-bubbles that is used is called Lumason, and is FDA approved for Contrast Enhanced Ultrasound. It is readily available, widely used, and is in use within the VA. Unlike CT and X-ray, CEUS does not use any radiation. Therefore, CEUS does not need to use x-ray absorbing contrast material to highlight areas of interest. Unlike MRI, CEUS does not contain any heavy metals, or use contrast where the patient might develop a reaction. CEUS allows patients who are not candidates for CT or MRI contrast Imaging due to such factors as compromised kidneys or claustrophobic, to have contrast exam with much higher resolution but without the hazards and weakness of other modalities.3.? Place of Performance? All work associated with the G.E. Logiq E10 Ultrasound Machine Software or Equal To license will be done at the VA Greater Los Angeles Medical Center.4. Specific TasksThe installation of the nine (9) G.E. Logiq E10 Ultrasound Machine Software or Equal To software licenses is a one time upload and the license upload. Installation and review is expected to take less than 3 hours. Ultrasound imaging can start immediately after this process is complete.5. Place of PerformanceAll work will be done at the VA Greater Los Angeles Medical Center in the Imaging Department.6. Salient CharacteristicsG.E. Logiq E10 Ultrasound Machine Software or Equal To software license must provide capability of use of the G.E. Logiq E10 Ultrasound Machine for diagnosis.7. Period of PerformanceFourteen (14) calendar days after receipt of order (ARO)License must not incur regular subscription charges and must be a one time purchase/transaction.The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications.
